In 2006, the test was conducted by the organization and management of water resources of Russia, including OAO Sayano-Shushenskaya HPP. The audit identified serious violations and shortcomings. It was concluded the ineffectiveness of the existing structure of water resources of the country. It was noted that much of the waterworks at the time of writing was in emergency and pre-crash condition. Repair and reconstruction required 23 percent of these facilities. In this critical period of operation (50-60 years) reached the construction of 14 hydroelectric power stations, construction of 40 hydroelectric power station operated from 30 to 50 years. The audit was sent to submission to the MNR of Russia, Rosvodresursy, as well as informative letter to the Government of Russia, said the materials of the Accounting Chamber.

The audit revealed the poor state of defense equipment Sayan-Shushensky reservoir, jeopardizing the safety of the Sayan-Shushenskaya GES. Thus, booms, which are on the balance sheet of OAO Sayano-Shushenskaya power plant, operated at the time of writing about 20 years and required major repairs.
