“Even if a strategy based only on port development, it should be recognized: the strategy should take into account the fact that their own resources from domestic ports, even with the regular tariff increases on the handling and storage, as well as port charges to be missed only a slight update of port mechanization, rather than on the development of the basic stationary economy “, - stated the deputy.
He recalled that a key document for the industry - the law of the sea ports has not yet been adopted.
According Grinevitskiy, without the explicit mechanism for implementation adopted by the Cabinet of Ministers of Ukraine Maritime doctrine remains Declaration.
“This document is not the declaration of good intentions, unless the proposed primary mechanism for its support and implementation. Otherwise, even at the primary stage of the preparation of specific programs, it will be dissolved in the ministries and departments”, - stated the parliamentarian.
He expressed confidence that the resource support required for real development of the maritime industry in Ukraine can be obtained only through adequate cooperation between public authorities and private capital.
“real resourcing of development, not only ports but also to other industries is seen only in the implementation of public-private partnership with a clear (at law) definition of mutual guarantees and regulation of this process,” - said Grinevetsky.
