The report noted that NAK Naftogaz of Ukraine accuses the leadership of local authorities and utilities thermal power, with large debts in the breakdown of the payment of natural gas consumed since the beginning of the heating season 2008-2009. (October 1, 2008).
As at 15 June 2009, according to the operational monitoring, debt of CTV for the natural gas consumed since the beginning of the heating season, is 3,464 billion UAH. (the level of payment - 60%).
