Poland's PGNiG already in IV quarter could face a shortage of gas and impose limits for industrial consumers. This situation was a result of withdrawal from the market trader RosUkrEnergo, which provided a substantial part of gas supplies to Poland. Russia's Gazprom as a condition to increase supply in the country puts the growth of its share in the joint Europolgaz from 48% to 50%.
yesterday, Dow Jones, with reference to the vice-president of the Polish gas company PGNiG Radoslav Dudzinskogo said: We believe that the deficit in IV quarter will be about 500 million cubic meters of gas and we may have to impose restrictions on the consumption of gas for industrial customers . Last week, Deputy Minister of Finance of Poland Mikolaj Budzanowski also warned that the country could face a shortage of gas. This year, Poland may not have 700-800 million cubic meters, - said Mr. Budzanowski .- The shortfall will depend on the weather in winter and industrial demand.
He said talks should be held in September and the parties must find an acceptable solution as early as October. Poland has become a hostage of exclusion from the scheme of gas supplies to the EU Swiss trader RosUkrEnergo (50% owned by Dmitry Firtash and his partner, 50% - Gazprom). It is usually delivered Poland, 2.5 billion cubic meters of gas per year, while Gazprom - is 7 billion cubic meters.
Gazprom explained that the additional gas can be delivered after the signing of the contract, the conditions which the Polish side informed. According to the official representative of monopoly Sergei Kupriyanov, the main condition is to increase the share of Gazprom in the operator of the Polish section of Yamal-Europe Europolgaz (EPG) from 48% to 50%. Another 48% owned by PGNiG, and the remaining 4% - Gas-Trading, the main beneficiary of which is Polish businessman Alexander Gudzovaty. After all the procedures will be done (to increase the share of Gazprom in the EPG), will be able to document the willingness of both parties to expand the volume of gas supplies, - confirms September 9 press secretary, Dmitry Peskov, Russia's prime minister.
But as long as Gazprom did not even know when there will be negotiations with Poland. A source in PGNiG previously explained that the parties have reached an agreement in June on the merits - and to increase the percentage as well. We agreed to cede up to 50% in Europolgaz, but politics intervened in July. Sept. 1 after the arrival of Prime Minister Putin in Gdansk scales once again swung in the direction of improving relations, - source explained, but he declined to predict the outcome of negotiations with Gazprom.
President of East European Gas Analysis Michael Korchemkin considers the problem of shortage of gas for Poland's far-fetched. In my opinion, the problem was created artificially. Gazprom should not be long haggling at a time when gas is difficult to sell - an expert speaks .- Poland may well add to your winter balance of gas exchange, working on the equivalent circuit with one of the importers of Russia's gas. Thus, PGNiG will select the gas from the Yamal-Europe pipeline and to replace the selected volume of exchange (spot) gas. Korchemkin recalls that spot prices in Europe is now almost half the price of long-term contracts Gazprom. Maxim Shein of BrokerCreditService added that the agreement between Gazprom and PGNiG in 2022 to Russia in any case obliged since 2010 to increase gas deliveries to Poland to 8 billion cubic meters annually.
