President Viktor Yushchenko calls on Prime Minister Yulia Tymoshenko to strengthen public support of agricultural producers in the draft state budget for 2010.

Please … radically revise in finalizing the draft budget for 2010 laid down in its approach to state support for agricultural producers … to ensure at least the minimum extent necessary to provide such support, - said in a letter to Yushchenko, Prime Minister, quoted by the press service.
He calls for increased support for such a specialized expertise in the industry and representatives of public organizations of agroindustrial complex of the country.
addition, Yushchenko calls on Prime Minister to strengthen state support of social sphere of the village.
He motivates his appeal to Tymoshenko's dramatic deterioration of the financial status of farms in connection with the instability in the market of agricultural products, lack of credit and not enough effective measures of state regulation in this sphere.
Yushchenko considers
imperfect mechanisms of state support, which are incorporated in the draft state budget-2010.

In particular, the President believes that the concentration of funds for such support in the stabilization fund and reduced them in the General Fund draft budget-2010 creates a risk of recurrence of the situation that prevailed in 2009 when, according to the report, as at 22 September from the stabilization fund referredto in 2.2 billion hryvnia allocated only 12% of this amount.
Yushchenko also noted that the allocation of state support for specific programs in the manual mode, creates a risk of under-funding of important areas of industry, including subsidies for farming, state support crop production and cheaper loans for agribusiness.
addition, the President calls on Tymoshenko to provide direct state aid to farmers on their loans, rather than on a repayment basis.
He also notes that the draft state budget-2010 program funding support for agricultural enterprises in general and stabilization funds combined increased by 356 million hryvnia, and not at 1.7 billion hryvnia, according to the Prime Minister.
Yushchenko believes that such support will not allow APC to develop most of the industry, because it allows you to fully fund the state program for the cheaper cost of borrowing for the AIC, supporting farming, livestock breeding and selection in plant breeding.
As earlier reported, Yuschenko said earlier the urgent need to finalize the Cabinet of Ministers and the Verkhovna Rada of the draft state budget-2010.
Yushchenko said that he did not intend to sign the state budget for 2010 if it is not provided sufficient funding for the Armed Forces.
